The portrait discussed in Finlayson's letter may possibly refer to the mezzotint dated 1771, after the portrait of Hugh Percy, 1st Duke of Northumberland, by the Hugh Douglas Hamilton, exhibited by the artist in Spring Gardens, April 26, 1771.

Summary
Explaining that he was late in receiving his letter, that he has "For some weeks" been "engaged abroad with workmen in building a Rolling Press of a new construction for printing my copper plates", and outlining the circumstances and unfortunate lapses in communication which ultimately led to his failure to complete the mezzotint portrait of the Duke in time for the picture's planned exhibition by Mr. Hamilton.
