Summary
Complaining of the disastrous state of the Army of Rome and the difficulties he will have in fighting the Neapolitans; stating that he lacks arms, men, materials, transport, and ambulances, and that his soldiers are in rags and haven't been paid for two and a half months; in addition, bands of Italians follow the army and steal what little is left; he requests that Barras procure funds to send him what he needs.
