Congratulating him on the victory at Trafalgar and his rise to the peerage [as Baron Collingwood], and referring to the death of Lord Nelson: "we cannot but mourn the check which Providence, perhaps in kindness, has thought fit to put on our exultation", while expressing his gratitude for "the goodness of that Providence to this Nation, in providing & sparing so able a successor to Lord Nelson".
