Notes
Edmund Monson was sent as a special envoy to Dalmatia and Montenegro in 1876 to carry out negotiations during the Turco-Montenegrin War (1876-1878); the present letter evidently refers to a recent temporary truce arranged between the Montenegrin and Ottoman forces shortly after Monson's arrival in Cetinje in 1876.
Inscriptions/Markings
A date of 1872 is inscribed in pencil on page 1; the contents of the letter, however, suggest a later date of 1876.

Summary
Concerning current European politics, his recipient's diplomatic work in Montenegro and reported success at obtaining a truce in the Turco-Montenegrin War, his skepticism regarding efforts to procure a peace in Europe ("The Turks will after a little bluster and pressure(?) - accept any terms, but the enemy will not. I do not speak of Serbia & Montenegro but of the general feeling of Europe. In fact whether peace is made or not I am persuaded that fighting will continue ... The 3 Emperors Alliance is slowly fading out of existence and the Prusso - Russo - Italian league is now to the fore. Against it there is only Austria which is quite ready to fall to pieces ... France is en retreate and England is hardly ready for a war.", and news of colleagues in the political and diplomatic fields.
