Describing the various difficulties experienced by the English living in Naples and the problematic character of the Neapolitan people ("The Neapolitans are like the Irish - let them alone & they will play instead of work ... but superintend them & promise whiskey - here apply macaroni & a bottle"); also enclosing a "plan for Ireland" with which he proposes to "clear the districts where the brigands are the principal inhabitants".
