Explaining that he has been on the Continent for the past five months enquiring into the "laws of public instruction in France and elsewhere" for the benefit of the Education Commission, and that he will be wholly occupied with his resulting report and therefore unable to take part in his recipient's examination scheme; noting that he has just published a pamphlet on the "Italian question" and will attempt to bring a copy for Beale when he makes his usual visit of inspection in November.
