Written in the third person from "Grafton Street."
The letter is simply dated "Monday", however a penciled notation above the salutation dates it to 18 November 1839. November 18, 1839 was a Monday.

Summary
Concerning the establishment of Mechanics' Institutes; thanking him for his proposal and expressing his hope that it will be successful; adding "The great object in such Societies should be to spread Ed'uc downward so that it may reach the classes most in want of it & most dead to its advantages for the very reason that they stand so much in need of it & are so ill-informed...It is a great delight to find that in Manchester & Liverpool steps are now taking(?) to make provision for workingmen [illegible] such Institutes. Lord B. will direct to be sent to Mr. Glover(?) an account of two Inst's at Manch'r & one in London which have aided the cause much by providing every amusement - without intemperance - for working men & their wives."
