Sir Francis Freeling was the Secretary of the General Post Office from 1798 until his death in 1836.
There are two notes on the verso, in two different hands, one "For Mr. Critchetts particular enquiry, 7 Dec'r 1832" and "The delay in the delivery of the papers in question cannot be accounted for in the newspaper office, Critchett, 8 Dec'r 1832."
