Summary
Concerning the ongoing negotiations over the incorporation of the University College of Dundee into St. Andrews; thanking him for his letter "...explaining some points in the situation which one c'd not well understand otherwise. I will see that Lords K & K become acquainted with these details so far as is necessary. If an Ordinance on the lines of Schedule B could be passed in the ordinary course it w'd much simplify the matter. But the original agreement cannot be cancelled except by Act of Parliament : hence the necessity for the Private Bill...There is another matter also. Some difficulty is felt about appropriating £3000 a year of public money unconditionally to Dundee College. How if it should turn out a failure? Must it still receive the money. However this is an objection which arises at a late stage. It presupposes some general agreement & united action."
