Castlereagh gives the date of writing as "November 30th," but lists no year of writing. He entered the government in 1790 as a member of the Irish Parliament.
A typed label on this letter identifies it as being addressed to the Lord-Lieutenant of Ireland, but there is no other information on the item about the recipient. Two possible addressees are John Pratt, 1st Marquess Camden, and Charles Cornwallis.

Summary
Writing that, before he received his correspondent's letter about one "Mr. Warner," he had received "a similar application in his favour from Lord Abercorn" (possibly referring to John Hamilton, First Marquess of Abercorn); explaining that he had learned that Warner was going to purchase the office under discussion from its current holder; adding "under these Circumstances, and finding in the office, that it had been considered important on publick Grounds to prevent such Sales taking Place, as was in this Instance avow'd, I felt myself reluctantly obliged to decline laying Mr. W's appointment before the King"; saying that the interest his correspondent takes in Warner's views makes him regret more deeply the fact that "there should be any obstacle in the way, of my carrying your Lordship's recommendations into immediate Effect."
