Monsieur Dumas was the American agent in the Netherlands; Jacques-Donatien Leray de Chaumont (1726-1803) made a gift of the warship USS Bonhomme Richard for use by Captain John Paul Jones.
The request is in the hand of Leray de Chaumont; Franklin has added his signature and added the word "Approuvé."
This letter is bound with MA 152 and is laid in between MA 152.22 and MA 152.23.
