Written from "Treasury Chambers, / Whitehall, S.W." on stationery engraved with the address.
Housed with a typed letter signed to Henley acknowledging receipt of payment for the Stamp Duty on Henley's Civil List Pension Warrant. The acknowledgment is dated 27 May 1898 and typed on stationery blind-embossed with the seal of the Treasury.

Summary
Saying "The Royal Warrant granting you a Civil List Pension of £225 a year having been executed, I have to request that you will remit to me Postal Order for the sum of 10s, being the Stamp duty to which that document is liable under the Stamp Acts, and which is payable by the recipient of the Pension. When duly stamped and registered the Warrant will be forwarded to the Paymaster General, Whitehall, S.W. from whom you will receive the necessary instructions for obtaining payment."
