Regretting that Greene's "plan for the surprise of the post of Dorchester did not take full effect"; discussing the Count de Rochambeau and the movement of the Legion of Lauzun to aid Greene; informing Greene that a detachment of 400 Virginia Continental Troops and a detachment of Armand's Calvary are marching to meet him; addressing the question of whether England is sending more troops; noting that George III's speech at the opening of Parliament "manifests a determination to continue the War, altho' there is no appearance of his having made any Alliances"; mentioning how important it is that the States comply "with the requisitions upon them for Men and supplies."
