Summary
Giving him an account of Lord Cornwallis's capitulation and surrender at Yorktown on October 19th; noting that the ships and the seamen "surrendered to the naval army under the Count de Grasse"; reporting that the British officers are at "liberty to go on parole to Europe, New York, or any other American Maritime post in possession of the British Forces," but the British "troops [are] to be kept in Virginia, Maryland, or Pennsylvania"; telling him he will send "a more particular account" by Col. [Henry] Lee, "who will be returning to" Greene; estimating that the number of prisoners will amount to 7000.
