Summary
Forwarding a letter to him; mentioning that "Doctor Shipping [i.e.Shippen] is discharged by Congress from his arrest;" expressing his desire that the quota of money for his State [Massachusetts] could be sent without delay as "their Supplies of Provisions &c as they are extremely wanted;" clarifying his understanding of whether Massachusetts should bear the cost of supplying forage for the French Troops saying "...my private opinion is, that it will not, for that Quota of Forrage was laid on the State, for the use of the main army, without any regard to our allies, by the Committee at Head Quarters."
