Reporting "that the Fleet in Delaware Consisting of upward a hundred fifty Sail, Continue in the Same place they were four or five days ago - and that the Commissioners arrived on Saturday last in the Trident of 64 Guns off New Castle and Immediately proceeded to Philadelphia in and of the Eagle's Tenders. The Commissioners are The Earl Carlisle, Lord Amherst, Lord W. Howe, Mr. Jackson & Mr. Wm. Eden, brother of the late Governor of Maryland - I suppose we shall soon hear more of them." .
