Congratulating him "on the learned, skillfull and rapid march by which [he has] forced the Enemy to shut himself up in the Neck of Charlestown"; informing him that "the English Newspapers mention a reinforcement of two thousand men coming from Europe intended for [Charleston]"; mentioning Lord Cornwallis, Admiral [Robert] Digby, Prince William, Sir [Henry] Clinton, and [Benedict] Arnold; noting that "there is a great misunderstanding between [Clinton] and Earl Cornwallis; it is a thing which will this winter occasion a great deal of talking in the House of Commons"; discussing the ships that have joined the Comte de Grasse in the West Indies, and expressing his hope that this "naval Superiority" will make the campaign of 1782 "glorious and advantageous"; commenting on the birth of "an heir to the crown" in France [Louis Joseph Xavier, Dauphin of France].
