Concerning his visit to Madrid which is "on the subject of our differences with Spain;" saying "We shall do the best we can to place the relations of the two countries on a friendly footing, and I trust that our efforts will not be ineffectual;" discussing plans for his return; adding that the bearer of the letter will be able to inform him on whatever "is interesting on this side of the water..."
