Summary
Concerning an outbreak of a contagious disease in Jamaica; advising him that "there is reason to apprehend, that a malignant and contagious disease, rages in the Island of Jamaica; and, at this critical season, I think it proper to direct your attention immediately to the Subject. The strictest vigilance in examining all vessels that arrive; and unremitting industry in collecting information of the state of health in every foreign port, particularly of ports in the West Indies, is indispensible. Should your enquiries enable you to suggest sufficient grounds for issuing a Proclamation, to enforce the performance of a reasonable quarantine, no time should be lost in making an official communication.
