Providing him answers he received from a friend who is a lawyer regarding questions related to "Customary Fees of office paid upon the admission of a Freeman of Worcester" and "Fines payable to the Corporation upon admission...in order to trade within the City;" concluding "He adds that as this Corporation have an unlimited right of granting these Freedoms, he sees no Remedy but an Act of the Legislature."
