Summary
Praising him for the book he is writing on Andrew Fletcher and his championship of liberties: "The few remaining friends of liberty now look up to your Lordship, for a vindication of their rights, & the emancipation of their franchises, from the usurpations of a tyrannic aristocracy, & the partisans of arbitrary power"; regretting that age and the disorganized state of the Library of Salton prevents him from helping Buchan very much in his research, other than sending "the few sheets herewith transmitted", which Bannerman asks that the Earl returns when he is done with them.
