Summary:
Saying he received a letter announcing that the Pope had named Richelieu a cardinal. Saying he has no doubt that Richelieu received this news indifferently, that Richelieu, having his mind on higher things, probably does not see everything in the same light. Adding that Richelieu should rejoice because this advancement is a benefit to the public good, and it is better that people of good will should receive such honors, lest those offices be usurped by wicked people. Praising Richelieu and saying that his authority will enable the Church to return to the purity of its birth.
