Approving his "Experiment being made - But I hope when you make it you will let the Clerks know that if the Experiment fails, & there shall appear to be a necessity for an increased number of Clerks they must not expect that the increased Salaries, are to continue, with the increased numbers - This Suggestion may give a better Chance for a fair trial of yr Experiment."
