Summary
Proposing, upon the recommendation of Drs. Flagg (who is delivering this letter) and Oliphant that there be a Surgeon General for the Southern Department; informing him that Dr. Oliphant recommends Dr. Flagg highly for the position; reporting that he has just been informed "that a Galley, an [illegible] Schooner & 14 other vessels are coming up Ponpon River with a view it is said of watering;" expressing concerns over an unguarded side of the river and apprehensions "they will land on that side the river where they may supply themselves with water equally as well as on this & plunder with impunity;" adding that "about a hundred men under a Major" will be sent to that side of the river."
