Concerning the necessity for "regular returns...in order to Judge of the propriety of calling out other divisions of Militia to reinforce the Army;" ordering him to "without delay have returns made of the troops under your Command, we wish to know the number that was called out in the first draft, indeed it would be proper to inform us how many more have turned out from the different counties, as we are desirous to do Justice to the Citizens, we wish to know how this business has been conducted;" relating news of troop movements and provision procurement.
