Summary: 

Acknowledging receipt of his letter and an enclosed petition he would like brought before the House of Commons; apologizing that due to the press of business he failed to make the necessary inquiries with regard to his letter of November 1792 and therefore "it is impossible for me at present to judge whether the application is of a Nature to be recommended by His Majesty, without which the Petition cannot be received;" promising to find out what has happened on the subject and let him know the result.
