Clarendon gives the place of writing as "F.O.", probably standing for "Foreign Office." He served as Secretary of State for Foreign Affairs in 1853-1858 and again in 1865-1866.

The "Lord Stratford" mentioned in Clarendon's letter is most likely Stratford Canning, who was Ambassador to Constantinople from 1842 to 1858. "Kertch" may be the city of Kerch in Crimea.
