Summary
Appearing to concern the Oaths Bill of July 13, 1858 and the legality of sitting Lord Rothschild on a Committee; saying "I wish to direct your attention toward the suggestion which i threw out on Monday - because I find that the same thing had occurred to Eversley - late Speaker - & a high authority - whether the P.M. was right or not in putting Rothschild on the Comm'ee - is quite immaterial - I am told that Bethel thinks the law is against them - But his authority is if little might compared to that of Eversley on such a question:' I have spoken to J. Campbell about it - and he has no doubt that the action for penalties would not be maintainable against a person who had voted in a Comm'ee without taking his seat & the oaths;" referring him to specific clauses in the Bill regarding voting without being seated and the penalties; suggesting ways to modify the Bill and then "...making a new order against any person being chosen to serve on a Comm'ee who had not taken his seat."
