Summary
Enclosing the "return of the accoutrements of the 2nd Batt'n 17th Reg't left in charge of this [4th Garrison] Battalion - which have been carefully packed up ever since the arrival of our own. I have never received from the 18th Reg't any Return or Explanation relative to their Great Coats which the men continue to wear. They are in general in a very bad, shattered state : & from that I can collect from the report of the men themselves, many of the Great Coats have been upwards of three years in use- & the whole have served nearly that period."
