Regretting that he is unable to combine the Barracks of Kew and Hampton Court; explaining that the Lords of Treasury "would not consent to the augmentation of expence;" adding that, "in compliance with His Royal Highness's wishes" he will recommend Lieutenant Colonel Cowell for the Barrackmastership at Hampton Court.
