Summary
Concerning a proposal from General Hope for a more cost effective way to purchase meat for the Troops; suggesting that an experiment using this proposal be made on a small scale; adding "I understand that it would not be desirable to form a permanent Contract at this moment as the Price of Meat is particularly high and may be expected to fall in a short time. This however can be no objection to taking the Plan into consideration and I shall be happy to be favored with your sentiments upon the subject. I have no doubt that expence will be saved to the Publick by adopting [illegible] Plan of this sort, but it is also to be considered whether any and what inconvenience may arise from a military point of view."
