Summary
Commenting on French Republicanism; saying "the Dutch have addressed a note to me complaining of Mr. Adam's letter of Nov. last which was published;" asking him to "inform Gen'l Pinckney that if a single cypher were found in a letter & many are opened, the letter w'd not be sent on - but lost - whereas by omitting the name or signature it is safe - hence I have not sent a cypher - & because till to day I have had no good opportunity."
