It is possible this letter was addressed to Major Percy F. Thorne, Commandant of the Islands of St. Pierre & Maquelon. The endorsement simply says "Major Thorne" and the salutation is simply "My Dear Sir."

Summary
Writing to tell him he is "going to be married & to a Person who unites in my mind every thing that can give a prospect of happiness in that state;" recommending a Mr. Sutton to his protection and adding that he is a young man in whom he is particularly interested and that he would consider "any kindness shewn to him as the greatest favour done to myself;" sending his regards to Mrs. Thorne and asking to be remembered to his other friends.
