Reporting that the enemy have abandoned Portsmouth with no evidence of any stores left behind; recommending that it would be advisable for troops to be kept on that side of the James River; commenting on the military capabilities of several officers; apologizing for not being able to see him but telling him he has not been well; saying he hopes to be on his way to France in a few weeks; questioning, in a postscript, the disposition of weapons and supplies; including a notation, in an unknown hand, beneath the postscript, specifying the "amount of Col. Parker's return."
