Summary
Reporting on the movements and fortification of the British at Portsmouth; commenting on British inhabitants, "Being convinced that our enemy has neither the inclination or power to protect them. The town of Portsmouth is a mere heap of rubish & what remained of Norfolk is very little better;" adding that the engineer will have a plan of the works of Portsmouth and Norfolk for him in a few days.
