Referring to his "unjust and cruel treatment" in Russia; asking that an enclosed letter be sent to Mr. Chrapowitzky and for any reply to be sent "under cover à Mr. Short, Charge des Affaires des Etats-Unis à la Cour de France;" providing instructions for the delivery of monies owed him; saying that he received his Gold Medal and "the United States have ordered a Copy of it to be presented to the Empress."
