Requesting that he order "numbers of unarm'd Militia at Richmond" to his camp in order that the Goochland and Henrico Militias could be discharged as "they have remained hitherto with great reluctancy and should they be oblig'd to cross the River, I am apprehensive I shall meet with some difficulty to induce them to this;" discussing orders that relate to disaffected soldiers and citing specific soldiers and their infractions.
