Summary
Telling him that Gen. [Anthony] Wayne is still with them, and the Marquis de Lafayette will be writing to explain the situation; mentioning that 600 troops marched from Annapolis in late August and will also be detained in Virginia; noting that "Cornwallis seems to hesitate between a brilliant defence, and the chance of being relieved, and abandoning everything to risque a retreat. His boats upon carriages give him the opportunity of crossing the James River"; reporting that Lord [Francis] Rawdon, who was taken by the fleet on his voyage to England, is in the Bay.
