Reporting that Lord Cornwallis is at Portsmouth, but he has "lain in Hampton road, under the most favorable winds for New York"; observing, "this makes me suppose the invertention of something, of which we know nothing"; speculating that there might be "a general embarkation, the whole to be divided between New-York and Charlestown"; mentioning the current location of Generals [George] Washington and [Anthony] Wayne; adding that Wayne is "delayed by the misterious [sic] movements of Lord Cornwallis," and Greene should "not calculate" on having Wayne's troops join him as "something may turn up here to keep him."
