Reporting that the "enemy's fleet have not yet sailed from Hampton Road"; noting that "Lord Cornwallis, [Col. Banastre] Tarleton, and [Col. John Graves] Simcoe are still at this place" [Portsmouth], and adding, "They give out that they are going to Baltimore; but I think a part are destined for New-York, and another part to Charlestown"; telling him that he is "endeavouring to hurry on the militia designed for South Carolina"; detailing his efforts to impress horses; informing him that the "Maryland levies are not yet out of that State."
