Summary
Enclosing two letters from Major [John] Rudolph and stating, "they will evince you of the futility of my employing my officers in the service under the direction of Major Rudolph"; complaining of "the illiberality of the treatment [the officers] receive from the State governments"; noting that "the urges of the service, & the perverseness of the climate daily thin our ranks"; commenting on all the troops and supplies being diverted to Yorktown: "No troops coming on to you; but a perfect monopoly has taken place of men & supplies, to fight a decreased small army"; mentioning that Lord Cornwallis "continues strengthening his position & awaits the events of our exertions against him."
