Summary
Concerning the discontent among the officers; saying he has been at West Point with the officers and finds "them generally much discontented, a great portion of which comes with respect to the mode of issuing provisions...I am well persuaded that the ill humor will increase unless it is optional with the officers to draw their full ration of provisions as their occasions may require - The general has given you the particulars respecting this matter. Tomorrow it is proposed to celebrate with a good deal of taste & some pomp, the birth of the dauphin;" referring to the "late unfortunate event in the West Indies. However we must get over it as well as we can. I think it is pretty evident it must in no very capital degree influence the operations of the campaign. I will remember my promise & I hope you will not forget yours."
