Reporting on the actions of a local police officer named Pelletier (also known as the Bourguignon); writing that Pelletier has been aggressively arresting and extorting Black and mixed-race people in the area; saying that Pelletier has now shot and seriously wounded a free mulatto boy named Drisse, and that this is the second time Pelletier has shot someone; describing in detail the circumstances of the attack; adding that the injured sixteen-year-old has two brothers who are police officers; asking the recipient of the letter to appeal to the General to relieve Pelletier of his duties; writing that the boy's mother has filed a complaint with the deputy royal prosecutor in Mirebalais, and La Martillière has followed up, urging that the case be pursued; saying that, to place the blame elsewhere, Pelletier has arrested some free Black individuals residing in the area, along with their sixty-year-old father, and brought them to court; adding that the entire quarter wishes to be rid of Pelletier.
