Certifying that Joseph Sinclair has been "summoned to appear before the Governor and Council of Safety for the State of New Jersey as a person suspected by the said Governor and Council to be dangerous and disaffected to the present government; adding that he was asked to swear an "Oath of Abjuration and Allegiance", he refused and is now considered "too dangerous to the State to be suffered to go at large..."
