The recipient is not identified directly in the letter, but Lewis refers to "Captain Archibald Kennedy of the British Navy who was an inhabitant of your State, and is said to have gone to Great Britain, is Paroled;" Governor Livingston of New Jersey granted parole to Captain Kennedy who was then living in New Jersey. The recipient is referred to in the letter as "Your Excellency."

Concerning an application for Parole for Captain James Willing who is been held prisoner by the British for two years; asking for "an authenticated copy of the Parole" he granted to Captain Archibald Kennedy, a British Navy officer and a resident of New Jersey so that they could submit it to the British in hopes of obtaining parole for Captain Willing.
