Concerning criticism of the performance of his duties as Clothier-General of the Army; enclosing a copy of the Ordinance under which he is acting and under which he believes "that the provision of the Clothing does not by any means make a part of my Duty. I wish to impress this Part on the minds of the Gentlemen of the Army [illegible] the want of information or misapprehension they should condemn me for any deficiency which may happen; and I appeal to your Candour whether it would not be cruel to Censure me for not furnishing an adequate Supply, when I give you my honor that I have not power to purchase a particle of Clothing of any kind whatever - if the Power authorized to furnish Clothing provide a Sufficient Stock, I will take care that it is distributed Seasonably(?) and equitably."
