Summary
Concerning the delivery of gunpowder "sent from Philadelphia for the use of the state. It came with a Brigade of Waggons interspersed among other stores going to Gen'l Green's Army. Understanding by report the Enemy were in James River, have directed the powder to be left here, and have sent the Waggons by Carters Ferry which is much nearer and more safe than the rout[e] by Richmond;" adding that "the Commissary of Military stores in this place will take your Excellencies further Orders respecting the powder and have it sent to any place you may please direct."
