Summary
Replying to his inquiries; saying that the "fundamental Principles which you have seen were merely meant as Instructions to a Committee in their Consultations with our Brethren in the other States for ye forming a general Constitution for ye Continent, which we think sh'd be attempted before we venture to form a Constitution for this State in particular. The Independence asserted is intended in ye most unlimited Sense; but we do not think this precludes us from procuring a Bishop from England, he becoming on his arrival a Citizen of ye U.S.;" providing him with the names of the episcopal ministers in his state, their church affiliation and indicating which were there before the war and which came after the peace.
