Summary
Reporting on the poor health and disability of the 18th Regiment of Foot (Royal Irish); saying "The Barracks where they are quartered in Spanish Town is like many others in the Island, in a most horrid situation, without any possibility of amendment in the present mode of administering all public affairs here;" relating efforts to improve the 18th's discipline and performance but saying "...the effects of former neglect and of immoderate drinking is, as it is in most Regiments who have been any time in the West Indies, too deeply rooted in them, to promise much active Service from them;" reporting that he has had no report from the 2nd Battalion at Curacao.
