Summary
Informing him that he did not have a sufficient supply of ammunition to meet his request for more powder; complaining about the mutinous behavior of his Troops who "treat both my Character and authority as a Gen'l in a mutinous and scurrilous manner. I am very certain that Sentinels would not be guilty of Such mutiny were they not encouraged in it by their Superiors, I must also let you know that Samuel Lyon one of the County Committee has made it his business to go amongst the People loading my Character with all the Scurrility in his Power and telling people I had no more authority than the Devil to give any passes to any Person whatsoever except to Connecticut Troops and much more Such Sort of Stuff and actually Countermanded Several of my Passes to Carry off People pursuant to Gen'l Washenton's Proclamation;" reciting a paragraph from Washington's Proclamation "that no Provincial Congress Can with any propriety interfere with the orders of any Gen'l Officer of the Army...;" discussing a person who refuses to take the Oath of Allegiance to the United States as required by Washington's Proclamation; discussing the needs for foraging saying "I shall Suffer nothing to fail on my part while I tarry here which is but a few days longer;" asking if he will "enlarge the Guard at Wright's Mills."
